Seems pretty counter intuitive to chase down everyone who likes to
tinker with electronics.  TPTB are just making a higher signal to
noise ratio for themselves.  Maybe that notice was created by an
intern.  The government can't be stupid enough to think this document
is going to cause them anything other than tons of time investigating
nothing?
