duh, i wasn't even at the meeting when it was passed.  but you wouldn't 
know because you've been out of the country for years.

also, this was announced more than a week before the meeting, and there 
was plenty of discussion at both this meeting the previous one, and in the 
intervening week.  There was plenty of time for people to express their 
concerns in a constructive way if they had wanted to.
