Course you can't do that.

What you can do however is have the shaping code limit traffic to a given
node or group of nodes so you drop incoming segments and, if you're evil,
outbounds ACKs.

That tempers TCP.

UDP and other stuff - sure, but dropping on data ingres and UDP / ACK
egress is enough to block the bulk of stuff. Then yes, you end up playing
whackamole with people. If they end up being cheeky (eg me) and keep
shipfting mac addresses, or using multiple macs at once - then the net
slows down for everyone and you're back to where you started.
