[Noisebridge-discuss] Updated Membership page with dues information

Wording about dues has been restored to the membership page on the wiki:

I'd appreciate if someone would take a look through this diff and make any
improvements, in case the page has become at all difficult to understand.
Once a day or two has passed, I'll send a pull request to
https://github.com/noisebridge/bureaucracy/ with the new wording.
