While it's not a deliberate feature per-se per se I like the idea of
needing to involve someone else with you being a fulltime user.

If anyone who's "anonymous" can self-promote themselves to fulltime
users then there's little point in any of this.

Maybe we could borrow the same mechanic of sponsors for going from
anonymous => fulltime, with 2 fulltime sponsors or 1 member sponsor?

I'm also in favour of earlier suggestions that the sunrise opening hour
not apply to anonymous users. I'm wary of giving people easy access to
the space when there's unlikely to be others around, and I like the
pattern that we have currently where they're easy to give out without
much consequence.
