Does anyone know the official rules regarding when an intentional radiator
device goes from needing modular approval to full certification?

For instance, SparkFun can sell this:

Obviously that isn't a complete system, and only has modular approval.

If I make a device based on it, at some point I need to get full
certification.

I'm trying to find and understand the line which causes that to happen,
ideally to make a device/system that doesn't cross that line to avoid full
certification costs and time.
