[Noisebridge-discuss] front page translation to spanish

I don't see this as bikeshedding, but at this point this needs to be spun
off noisebridge discuss into a working group so we don't all have to be
exposed to it. Please use the fractal working group model
<https://www.noisebridge.net/wiki/FractalWorkingGroup> if you wish to. Note
that the fractal working group page needs updated. Anyone can participate
in a fractal working group, it has nothing to do with membership at all.
