Translating from Rubinese:  read the Windows install instructions on
mercurial.selenic.com, and don't bother Rubin or I if they don't work.
I think you might want TortiseHG but I've never used it and don't want
to know any more.

Better, just install VMware or VirtualBox and run Ubuntu in a VM.  You
know you want to.
