[Rack] Wanting 48 port switch, and ethernet drop testing

Haven't seen any volunteers step up to help out with ehternet testing.
Assuming everyone's busy with the end of the year, and I'm leaving on
Christmas day. I'm going punt this off to mid Jan and declare the
ethernet network at Noisebridge an unknown until then.
