[Rack] Wanting 48 port switch, and ethernet drop testing

Jof provided a Dell 2848 managed switch. I was unable to reset it to
some coherent state. It seems to be working fine right now though I
can't get into any sort of admin console. I've replaced the Netgear 24
port switch with this new switch.
