[Rack] Wiki configuration changes

Let's prevent new users (<1 week) from creating, modifying, and embedding images.

Whatever witty soul this is has created accounts before; why wouldn't
they create more?

We could require people to have a 'confirmed email address' before
allowing edits, but that would doubtless break many of our actual
contributors.

We could add everybody to a new "editors" group.  That sounds annoying.
