I was about to repond to the last email with: "but the DirAuths don't use
FQDNs in the descriptors..." The small amount of traffic you're seeing should
be *only* relayed (not exit) Tor traffic, unless there is another service
running that clients connect to by IP. It could be that the IP was added to
some stupid commercial "threat/malware/botnet" list, because from my scans
all packets to that address get dropped at 68.86.86.58 on the backbone.
