[Cyborg] fabric chest strap

Since the textronics people didn't respond to me, I have gone ahead and ordered their fabric chest strap directly.  This should be more than suitable for our uses.  I do regret that we won't be getting a transmitter, but on the other hand the chest strap was only $30 (with shipping, thanks to a discount code I found) compared to $100 for the dev kit.
