This is not normal for the Bay Area, for sure.  Webpass (formerly VDD  
Communcations) is an ex-UnitedLayer guy who bought (or buys) a bunch  
of ex-Winstar 38Ghz wireless gear.  You too can get this gear off  
eBay for around $1k/link (including the antennas), due note the FCC  
licensing requirements.  They yield about 45Mbps, good stuff.  Very  
popular in rural areas for hip WISP's.

Within the city, a local CLEC exists that has a ROW agreement with  
PG&E.  This effectively allows them to pull affordable fiber into  
buildings within SoMa.  Not cheap for consumer, but it's possible to  
get gigE for around $3k/mo to your choice of colo's; neat for  
backhaul'ing office links and what not.
