[Noisebridge-discuss] bylaws update

I agree about not needing a section on proxies.  Should the 
circumstances arise, we can alter the bylaws to fit.

I am up for including Cthulhu (and possibly adding a couple more 
references) and taking the risk of being denied, or whatever they would 
do.  We can always reapply.  Bylaws as ART!
