I looked at this a bit at work, when we were trying to work out if
modern receiver equipment still actually obeys the broadcast flag,
despite having no mandate to do so. GNURadio has some unloved ATSC
generating code in the codebase, I believe.

The HDHomeRun folks, who are very cool, helped us create ways to dump
the bitstream. http://www.eff.org/deeplinks/2008/05/watch-tv -- as
Jeremy says, their system is basically a dump of what's coming off the
air onto ethernet, so it would be a good way to test your algorithms
without all that tedious messing around in RF.
