the voltage is undoubtedly higher when it's not under load. The 12v rail
has some relatively constant loads on it like the 3.5 disk spindles you
should see it fluctuate a bit if you have big 12v loads like a graphics
card or a 95w intel cpu... +- 5% is totally normal.
