I believe a fume hood would important here -- it'd be nice to not have
the space filled with noxious fumes. In terms of actually building and
installing such a thing ... well, take note that the percentage of
people actually willing to show up and apply labor towards building
out infrastructure is vanishingly small. And welding next to an open
window is not a solution. While there's a tendency for the breeze
to move West to East, it's not always predictable; the inlet/outlet
nature of any given window is fickle.
