[Noisebridge-discuss] link to bylaws on home page

I added a link to our newly scanned official bylaws (thanks Vlad!) to the bottom of our home webpage.

 

I also linked to our 501(c)(3) letter there.

 

Back before we were officially given our tax exempt status, we had to anwer a bunch of questions for the IRS.  Someone added a copy of the questions and our answers (the ones that got us our tax exemption) to our wiki.  But I can't find them there now.  Anyone know the link?  I think that would be good to add to the Incorporation section, too, so other organizations seeking 501(c)(3) can benefit from our work.
