I think it would be nice to be able to offer cloaks ourselves.  As I'm
not speaking of putting restrictions on who gets them, I don't see it
being an in-group/out-group thing.  The host cloak doesn't give you
authority... in my view, it's not any different than putting a
Noisebridge sticker on your laptop.
Yes, there are alternatives though.

I'm not the most thrilled with a process that has you simply deciding
who should and should not have this authority... but whatever.  Go
ahead and add me to that list, please.
