To summarize what Christie referred to, the hierarchy is approximately*:
* in-channel privs (+m, +h, +o)
* chanserv privs (/msg chanserv help access)
* founder privs (just a special case of chanserv)
* ircop privs (of which group registration is a special case)

This is why it's not necessary to have a large number of +Fs; you just
need people who can override +o, i.e. who have chanop.

FWIW, Freenode ircops explicitly encourage not having anybody +o in
channel ever except when explicitly needed to perform some task (e.g.
setting a ban); even then you can often just do it via chanserv
without actually opping yourself.
