I think you may be approaching the problem erronously.

Think of a key system as a password style system.  Even with the key system
you still have to lock down registration.  So what benefit does the key
system really provide?

And it does alienate new comers.  Someone can't get in... they may just say
fuck it and never come back.

I say, think of these undesirables as spammers.  What we need is a
re-captcha still barrier of entry.  Something joe hacker innately knows or
can figure out quickly... but would leave one of these folks at a loss.
