I can, will, and have already taught this class to others.  "Designing 
with Web Standards" is effectively the class textbook.  Seriously.  Just 
pick a date and time.  You left out a third element: Javascript.

Standards-based web design is exactly three things:
* Structure (HTML)
* Presentation (CSS)
* Behavior (Javascript)

Well-defined structure and presentation are what make web-based 
applications possible using behavior with javascript.

Just choose a date and gather an audience.  I will gladly teach this.
